Random guys start from home in the morning and work till late at night to make ends meet.In India where we don't have essential public toilets in place one can't REALLY blame random people like him for answering natures'call at any place available to them.

There was a Public Toilet right 50m away from where he was. Maybe he didn't want to spend one rupee on decency? Or the world is his oyster and the roads his loo?
